Bib Fortuna is a Twi'lek from Ryloth and the majordomo of Jabba the Hutt's palace, introduced in Return of the Jedi (1983). StarWars.com describes decades of service as "an ever-present attendant who often hovered near Jabba's ear, offering advice and feeding his boss information", a man who adhered rigidly to the protocol of the court and "spoke only in Huttese, though he understood other tongues".
The chief of staff
He is the first person the audience meets inside the palace and the person who decides who gets an audience — a gatekeeper role that makes him, functionally, the most powerful person in the building who is not a Hutt. He is also the first character in the film to be brushed aside by a Force suggestion, which tells you exactly how much that power is worth.
The Huttese
Refusing to speak Basic is a characterisation choice with real weight in a court where the boss is a Hutt: it signals loyalty, marks the outsiders, and gives Fortuna a permanent home advantage in any negotiation. It is the sort of detail that made the palace feel like a functioning institution rather than a monster gallery.
The four seconds
The databank records what happened next: after Jabba's death "the scheming Bib Fortuna seized power" and "attempted to control the criminal underworld on Tatooine". The Book of Boba Fett opens with the outcome. Fortuna is on Jabba's dais, bloated and comfortable, when Boba Fett and Fennec Shand walk in and take the throne off him — the shortest reign in the canon, and the neatest possible statement that the palace never really belonged to the majordomo.
