Boss Nass is the leader of the Gungans of Naboo, played by Brian Blessed in The Phantom Menace (1999) through motion capture and voice.

He is written as a genuine head of state with a genuine grievance. The Gungans and the surface-dwelling Naboo do not trust one another, the Gungans were not consulted about the blockade, and Nass's first instinct — refuse the Jedi, refuse the Queen, let the Federation have the surface — is a defensible read of his own people's interest.

The turn comes when Amidala kneels. It is the only moment in the film where a political problem is solved by an actual concession rather than a lightsaber, and it produces the alliance that wins the Battle of Naboo. Nass ends the film holding the Globe of Peace.

Blessed's performance is the loudest thing in a very loud film, and it is doing real work: the volume is what makes the eventual agreement feel like a decision rather than a plot beat.
