Finis Valorum is the Supreme Chancellor of the Galactic Republic at the opening of The Phantom Menace (1999), played by Terence Stamp. He sends Qui-Gon Jinn and Obi-Wan Kenobi to negotiate the Naboo blockade, is unable to move the Senate to act, and is removed by a vote of no confidence proposed by Queen Amidala at Senator Palpatine's suggestion.

The film is careful not to make him corrupt or foolish. He is bound by procedure, obstructed by a Senate that has been bought, and entirely unaware that his closest advisor from Naboo is the author of the crisis. His removal is the first move of the plot that ends with the Empire.

Terence Stamp plays him with visible exhaustion, which is the correct choice: Valorum is a man who already knows the institution cannot do what it is being asked to do.
