Ishin-Il-Raz is a human Grand Admiral and a Star Wars Legends character. He came up as an orator for COMPNOR — the Commission for the Preservation of the New Order — during the Clone Wars, and Palpatine made him one of the twelve Grand Admirals in recognition of political loyalty rather than any command record. He had almost no military experience, and he knew perfectly well that everyone else knew.
He spent his career trying to earn the rank retrospectively through atrocity, including the massacre at Myomar and the bombardment of Shalam. When Palpatine died at Endor the justification for his existence went with him. Eight months later he flew his Star Destroyer into the Denarii Nova, killing himself and roughly thirty-seven thousand other people.
