Royce Hemlock is a human Imperial scientist, voiced by Jimmi Simpson in Star Wars: The Bad Batch, first appearing in "Metamorphosis" (2023). He was expelled from the Republic Science Corps for unsanctioned experiments and found the Empire considerably more accommodating.
Project Necromancer
Hemlock directed the Advanced Science Division from Mount Tantiss on Wayland, pursuing Project Necromancer: cloning research aimed at subjects with unusually high midi-chlorian counts. The show is doing continuity work here in plain sight — this is the programme that eventually produces Palpatine's cloned bodies and, further downstream, Snoke and Rey's father.
The clones as material
Working with the Kaminoan scientist Nala Se, he conducted painful experiments on captured clone troopers and developed bioweapons. His pursuit of the young clone Omega is the driving conflict of the series' final season, and the reason is coldly stated: her genetic material works where others do not.
The end of the programme
He was killed at Tantiss in a struggle with Omega and Crosshair. Governor Tarkin subsequently shut the facility down and discontinued Necromancer, redirecting the resources to Project Stardust — the Death Star. It is a rare instance of an animated series explicitly handing the baton to the films.
