Sio Bibble is the Governor of Naboo, played by Oliver Ford Davies in The Phantom Menace (1999) and again in Attack of the Clones (2002) and Revenge of the Sith (2005).
He is the film's designated pessimist and he is right almost every time: the blockade is illegal, the Senate will not act, leaving the planet abandons the people, and the Federation will not honour a treaty. He stays behind under occupation rather than flee with the Queen, which is the closest thing The Phantom Menace has to a quiet act of courage.
