Axe Woves is a Mandalorian of Bo-Katan Kryze's Nite Owls, played by Simon Kassianides from the second season of The Mandalorian. After the campaign to retake Mandalore stalls with the loss of the Darksaber, he leaves and takes command of a Mandalorian mercenary band — privateers working for hire rather than for a homeworld.
That defection is the point of the character. He is the demonstration of what happens to a warrior culture with no state to serve: the skills remain valuable and the loyalty becomes negotiable. His eventual return to the fold, and his duel with Bo-Katan over who leads, is how the third season settles the question of whether a claim without a planet means anything.
