Bail Antilles is the senator for Alderaan at the time of the Naboo crisis, and one of the three candidates nominated for Supreme Chancellor after the vote of no confidence in Finis Valorum. He loses to Palpatine. He is named in dialogue in The Phantom Menace (1999); his only filmed material, with Adrian Dunbar in the role, was cut from the release.
He is a piece of production history embedded in the text. The part was written as Bail Organa; when the scenes were cut and Jimmy Smits was cast for the later two films, the surviving dialogue reference was left in place and the name split off into a separate Alderaanian senator, replaced by Organa in the following decade.
