Cikatro Vizago is a Devaronian crime boss on Lothal, voiced by Keith Szarabajka in Star Wars Rebels. StarWars.com is admirably qualified about his arc: "Once a leader of the Broken Horn crime syndicate on Lothal, Cikatro Vizago changed his ways (mostly) and now serves as captain of the Rebellion's stolen ore crawler."
In the early seasons he is the Ghost crew's supplier and information broker — the person a rebel cell has to deal with when it needs weapons and cannot ask a government for them. That relationship is one of the more honest things Rebels does with its premise: before the Alliance exists, insurgency is procurement.
