Delian Mors is a human Imperial moff, governor of Ryloth from 18 BBY, introduced in Paul S. Kemp's Lords of the Sith (Del Rey, 2015). She was the first openly lesbian character in current Star Wars canon, and the novel treats the fact plainly rather than as an event.
Abdication by degrees
After her wife Murra died in a transport accident, Mors withdrew into spice and comfort and delegated the actual governing of Ryloth to Colonel Belkor Dray. The novel is unsentimental about what that means for the Twi'lek population: an absentee governor is not a kinder one, she is simply further from the consequences.
The plot against her
Dray conspired with the Free Ryloth Movement to discredit her by arranging an attack on a Star Destroyer carrying the Emperor and Darth Vader — a scheme that requires his superior to be exactly as incompetent as she appears. She was not. Mors worked it out, coordinated with a trusted officer to locate the Sith, trapped the insurgents, and personally ordered Belkor's ship destroyed.
Afterwards
Surviving the crisis bought her a warning rather than a reward: the Emperor told her she had one chance left. A year later a smuggling vessel slipped through her cordon, and the book leaves her waiting to find out whether that counted. It is a very Imperial ending — competence rewarded with a shorter leash.
