Edmon Rampart is a human Imperial vice admiral, voiced by Noshir Dalal in Star Wars: The Bad Batch, first appearing in the episode "Cut and Run" (2021). He is the officer who administers the end of the clone army.
Project War-Mantle
Rampart ran the programme that replaced clone troopers with conscripted, non-clone soldiers, on the argument that recruits who chose the uniform were a more reliable asset than men grown to wear it. He also oversaw the chain code system — the Empire's identity registry — which is the same idea applied to civilians.
Kamino
Having demonstrated the new troopers on Ryloth, he ordered the destruction of Tipoca City, sinking the cloning facilities into the ocean while securing the technology for Imperial use. It is one of the largest single atrocities depicted in the animated shows, and it is carried out as an asset-management decision.
The scapegoat
When his role in Kamino's destruction was exposed in the Senate, he protested that he had been following orders and was arrested and sentenced to a labour camp on Erebus. Clone Force 99 later broke him out to extract the location of Mount Tantiss, and he was recaptured on arrival at Wayland. He died there when the Kaminoan scientist Nala Se detonated a thermal device rather than let Project Necromancer's data survive.
