Lio Partagaz is a human Imperial Security Bureau major from Coruscant, played by Anton Lesser in Andor, first appearing in the episode "Aldhani" (28 September 2022). He chairs the ISB board at the Central Office and presides over the sector supervisors.
The meeting is the horror
Partagaz's scenes are almost entirely conference-room scenes, and they are the most chilling material in modern Star Wars precisely because nothing happens in them. He mediates disputes between supervisors, allocates attention, corrects sloppy reasoning, and occasionally delivers a short lecture on the nature of security work. People are tortured and killed as a downstream consequence of decisions he makes calmly at a table.
Backing Meero
His most consequential act is letting Dedra Meero run with her cross-sector theory about stolen Imperial equipment when her colleagues want it shut down. He is not doing her a favour; he is running an experiment with a subordinate's career as the variable. After the Aldhani heist his remit expands under direct Imperial authority, and he approves the operations — including the use of a captured rebel pilot as bait — that follow.
The performance
Anton Lesser plays him with the dry courtesy of a senior academic, and the writing gives him the series' most quotable institutional logic. He is the reason Andor works as a story about an empire rather than a story about villains: somebody has to allocate the budget, and this is what that person sounds like.
