Roan Fel is the third emperor of the Fel dynasty and the reigning monarch of the Empire at the opening of Star Wars: Legacy (Dark Horse, 2006–2010). Deposed by Darth Krayt's One Sith, he flees and establishes an Empire-in-exile at Bastion.
The Fel Empire is one of the more interesting political constructions in Legends: an imperial state descended from Baron Soontir Fel and the Imperial remnant, ruling with the cooperation of an Imperial Knight order that serves the throne rather than the Force. It is authoritarian and it is not evil, which makes it a genuinely awkward object in a franchise that usually keeps those two words fused.
Ostrander uses Fel as the third pole of the war — Sith, Alliance, exile — and the plot repeatedly requires the reader to decide whether an emperor who keeps his word is better than a republic that cannot defend anyone. His daughter Marasiah eventually succeeds him.
