San Hill is the Muun chairman of the InterGalactic Banking Clan, introduced in Attack of the Clones (2002) as one of the commercial leaders pledging armies to Count Dooku, and killed with the rest of the Separatist Council on Mustafar in Revenge of the Sith (2005).
He is the Council's money. The Clone Wars follows the implication further than the films do — the Banking Clan lends to the Republic as well, and the war is profitable to it for exactly as long as neither side wins.
