Sate Pestage is a human Imperial adviser, identifiable in Return of the Jedi (1983) as one of the robed figures attending the Emperor, and named retroactively. He is distinguished by a shaved head, a pointed beard and sharp eyebrows, and he exists in both continuities with a materially different career in each.
The canon version
Current canon names him in James Luceno's Tarkin (2014) as a Senior Advisor to Supreme Chancellor Palpatine during the Clone Wars, who continued into the Empire as a member of the Imperial Ruling Council. He is present at the 14 BBY meeting that debates Tarkin's conduct at Sentinel Base, and he dies aboard the second Death Star at Endor in 4 ABY. He is scenery with a service record.
The Legends version
Legends made him far more important. There he was Grand Vizier, and after the Emperor's death at Endor he briefly held the Empire together as its head — until Ysanne Isard manoeuvred him out and had him eliminated. His debut in that continuity was the Dark Horse X-Wing: Rogue Squadron comic series rather than the film.
How to hold both
This is a useful illustration of what the 2014 reset actually did. The character was not deleted; the position he occupied was. Canon has no interregnum between Palpatine and the warlords worth naming a Grand Vizier for, because it gave that ground to Mas Amedda and Gallius Rax instead.
