Valin Horn is a human Jedi Knight born on Coruscant to Corran Horn and Mirax Terrik Horn, first appearing as a child in Timothy Zahn's Specter of the Past (Bantam, 1997) and growing up across the New Jedi Order and Legacy of the Force series.
His significance is at the end. The Fate of the Jedi series opens with Valin suffering a psychotic break — convinced that everyone he knows has been replaced by impostors — and being frozen in carbonite by a New Republic government that treats it as a Jedi problem rather than a medical one. That single scene sets off the last major Legends storyline, and it is a deliberately unglamorous way to start one: not a Sith Lord, but a young Jedi having a breakdown in public.
