Vilim Disra is a human Moff of the Braxant sector, created by Timothy Zahn for Specter of the Past (Bantam Spectra, 1997). He is a Star Wars Legends character, and he climbed by betraying the people who sponsored him — including Grand Admiral Rufaan Tigellinus, whose position and assets he took after advising him into the refusal that got him executed.
His great scheme was the Sinister Triumvirate: Disra himself, the con artist Flim impersonating a returned Grand Admiral Thrawn, and the clone Major Grodin Tierce supplying the tactics. The object was to wreck Pellaeon's peace negotiations and destabilise the New Republic through the Caamas Document crisis, and it very nearly worked — right up until it emerged that Tierce had been running Disra rather than the other way round. Talon Karrde exposed the whole arrangement, Disra was arrested for treason, and the Council of Moffs replaced him with Ephin Sarreti.
