Belkor Dray is a human Imperial colonel stationed on Ryloth, introduced in Paul S. Kemp's Lords of the Sith (Del Rey, 2015). He ran Ryloth in all but title while Moff Delian Mors withdrew into grief and spice, and he secretly fed intelligence to the Free Ryloth leader Cham Syndulla in order to make her look worse than she already did.

The arrangement stopped being his when Cham blackmailed him into facilitating an attack on the Star Destroyer carrying Palpatine and Darth Vader. Belkor tried to steer the operation onto Mors, murdered his own pilot to cover his tracks, and was exposed by the Moff he had underestimated. He died protesting — with some justice — that her neglect had betrayed the Empire long before he did, as a V-wing destroyed his craft.
