Ghirra Starros is a human senator of the Galactic Republic from Hosnian Prime, introduced by Justina Ireland in Out of the Shadows (2021) after being mentioned in A Test of Courage. She is the mother of the young inventor Avon Starros — and, several thousand years later, an ancestor of the Starros name that Star Wars readers know from elsewhere.
Hedging
Starros begins feeding information to Marchion Ro while remaining a sitting senator, on the theory that whichever way the war goes she will be on the winning side. Her intelligence contributes directly to the destruction of Starlight Beacon in The Fallen Star. It is the most consequential act of treachery in the era and it is committed by a politician doing sensible risk management.
Minister of Information
Once the Nihil raise the Stormwall and seal off the Occlusion Zone, Starros runs their propaganda and their diplomacy, and pushes for the Republic to recognise the Nihil as a sovereign state. That is the interesting part: she is trying to make a raiding fleet into a government, which is the one thing Ro has no interest in.
