The Grand Inquisitor is a Pau'an dark side agent, leader of the Inquisitorius, and the first antagonist of Star Wars Rebels. He was introduced in the 2014 television film Spark of Rebellion and voiced by Jason Isaacs, and returned in live action in Obi-Wan Kenobi (2022), played by Rupert Friend.
The best idea the Inquisitors had
He was a Jedi Temple Guard — one of the masked, faceless sentinels who policed the Order from inside it. The job did not change when the Republic did. He still hunts unlicensed Force users on behalf of the state; the state is simply the Empire now. That is a far more disquieting premise than a fallen hero, and it is the reason he works where later Inquisitors sometimes do not.
Method
His technique is study rather than power. He has read the Temple's combat records, he knows which form a given Jedi's master favoured, and he uses that against them in a duel — a villain who wins by having done the reading.
The spinning lightsaber
The circular double-bladed hilt that rotates in flight was designed for him and became the visual signature of the whole Inquisitorius, adopted by every Brother and Sister who followed. It is a piece of design that says something true about the organisation: standardised, issued, interchangeable.
Two deaths
He falls into a reactor at the end of Rebels season one in 4 BBY, and then appears alive in Obi-Wan Kenobi, set in 9 BBY — earlier in the timeline, so the two are not in conflict, though his apparent survival of Reva's blade within that series is left to a line of dialogue rather than an explanation. It is the one place the character's continuity has needed patching.
What the Inquisitors are for
He is also the clearest statement of what the programme actually is. The Inquisitors are not converts and they are not volunteers; they are Jedi who were captured, broken and put back to work, and their leader is the one who explains to a new recruit that this is a career.
Canon status
Canon, and canon-only. The Legends shelf had its own Imperial Inquisitorius — including the High Inquisitor Jerec — but the Grand Inquisitor as depicted here is a creation of the 2014 series and is not the same organisation in detail.
Where to watch
Rebels season one, then Obi-Wan Kenobi. Watching in release order works better than watching in timeline order, because the 2022 series assumes you already know what an Inquisitor is.
