Orn Free Taa is the Twi'lek senator for Ryloth, present in the Senate chamber from The Phantom Menace (1999) through Revenge of the Sith (2005) and a recurring figure in The Clone Wars.
He is a deliberate piece of set dressing turned into a character. Visually he is the prequels' shorthand for a legislature grown fat and inattentive; in the animated series he is given enough screen time to become something more specific — a man who genuinely wants Ryloth liberated, and who is also entirely comfortable with the graft, the security state and the emergency powers.
The Ryloth arc in The Clone Wars' first season is his best material: the Republic retakes his homeworld from Wat Tambor's occupation, and Taa's relationship with the Twi'lek resistance leader Cham Syndulla — who does not think much of him — is the show's first serious look at what liberation costs the liberated.
He is among the senators who applaud the declaration of the Empire.
