Wat Tambor is the Skakoan Foreman of the Techno Union and a member of the Separatist Council, introduced in Attack of the Clones (2002) and killed on Mustafar in Revenge of the Sith (2005). Skakoans require a pressurised suit and vocoder off their homeworld, which gives him the most distinctive silhouette and voice on the Council.

The Clone Wars is where he becomes a character rather than a design. The season-one Ryloth arc puts him in charge of the occupation of that planet, and the series is unusually blunt about what that means: he strips Ryloth of anything portable, holds civilians as shields, and negotiates for his own extraction while the world burns.

The Techno Union he fronts is one of the four commercial blocs — with the Trade Federation, the Commerce Guild and the InterGalactic Banking Clan — whose defection turns a political dispute into a war with a manufacturing base. Tambor is the one who actually builds things.
