Tahl is a Noorian Jedi Master, born on Noori and raised at the Temple on Coruscant, introduced in Jude Watson's Jedi Apprentice: The Defenders of the Dead (Scholastic, 1999). She is an archivist as much as a field Jedi, and she and Qui-Gon Jinn came up through the Temple together.
She is blinded during the mission to Melida/Daan and does not retire; the books have her compensate through the Force and keep working, which was a genuinely unusual portrayal of disability in 1999 Star Wars fiction and is handled without sentiment.
The relationship between Tahl and Qui-Gon is the emotional engine of the back half of the Jedi Apprentice line — explicitly romantic, explicitly against the Order's rules, and ended by her death on New Apsolon in books 14 to 16. Qui-Gon's response to that death, and Obi-Wan's response to Qui-Gon's, is what the series is finally about.
All of it is Legends. But if you have ever wondered why the Qui-Gon of The Phantom Menace holds the Council at arm's length, this is the fiction that answered it first, in paperbacks aimed at children, two decades before Master & Apprentice got there for adults.
