Boolan is an Ithorian who begins as one of the Littles — the children — of the Path of the Open Hand on Dalna in 382 BBY, and ends as the Nihil's Minister of Advancement. Cavan Scott introduced him in Path of Vengeance (2023).
From the compound to the laboratory
On the Night of Sorrow the Mother tasks him with mining the Path's caves with thermal detonators; Marda Ro and Yana Ro stop him. Whatever he takes from that night, it produces an adult with an experimental interest in the Force and no restraint whatsoever.
The Children of the Storm
Under Marchion Ro he leads a unit of Jedi hunters who capture Force-users for him to work on, and he becomes obsessed with the Nameless — the creatures that eat the Force — and with reproducing what they do. He is recruited five months after the fall of Starlight Beacon, which places him squarely in the Occlusion Zone material of Phase III.
Why he exists
Because the Nihil needed something the Jedi could not simply out-fight. Ro supplies terror; Boolan supplies method. The pairing is what turns a raiding confederation into an occupying power.
