Joruus C'baoth is an insane clone of the Jedi Master Jorus C'baoth, produced in a Spaarti cloning cylinder on Palpatine's instruction and installed as the guardian of the Emperor's storehouse on Wayland. He is introduced in Timothy Zahn's Heir to the Empire (Bantam Spectra, 1991), the novel that restarted Star Wars publishing.
The cloning problem, made a character
Zahn's Spaarti cylinders grow a body to maturity in under a year, and the trilogy's stated cost of that speed is madness in Force-sensitive subjects. C'baoth is the demonstration. He has a Jedi Master's training and power and none of the judgement, and the extra "u" in his name is the only warning anyone gets.
What he wants
Not an empire — students. C'baoth's ambition is to take Luke Skywalker, Leia Organa Solo and her unborn twins and rebuild the Jedi under his own hand, which he genuinely believes is a restoration rather than an abduction. That is a much more disturbing proposition than conquest, and it gives the trilogy an antagonist whose goals cannot be negotiated with because he does not think he is doing anything wrong.
The alliance that was never going to hold
His arrangement with Grand Admiral Thrawn is the spine of the trilogy: a tactician who needs a Force user to coordinate his fleets, and a Force user who needs an army to collect his students. Neither respects the other and both know the arrangement ends the moment one of them can do without it.
Canon status
Star Wars Legends. Thrawn was brought into current canon in 2016, but C'baoth, Wayland and the Spaarti cloning material have not been, and the canon Thrawn novels tell a different story.
